Our central Government, London based client are looking to recruit several Commercial / Procurement Managers to join their growing team, as the wider organisation continues a journey of transformation & change. We are looking for procurement professionals with category experience in the following:

  • Property & FM (Hard or Soft)
  • HR & Professional Services (Recruitment, Learning & Development, Rewards & Benefits, Audit Services, Consultancy, Accountancy, etc)
  • IT & Telecoms (Hardware, Software, SaaS, Professional Services, etc)

MAIN DUTIES AND RESPONSIBILITIES :

Procurement and Contract Management

  • To periodically monitor existing contractual arrangements to improve service delivery and overall value for money.
  • To consult with end users to identify service requirements and establish whether existing contractual arrangements meet these.
  • To support stakeholders in the preparation of a business case where the introduction of new service requirements is required and to carry out market and supplier research, to assist in determining appropriate procurement strategies.
  • To manage and monitor assigned major contracts to ensure services are delivered consistently within the terms of the contract. Where there is non-compliance, ensure an appropriate remedial action is initiated including the application of abatements etc. where appropriate. Ensure contractors comply with relevant legislation and the Brigade’s Scheme of Governance.
  • To liaise with suppliers and stakeholders to assist in the management of key supplier accounts to ensure the efficient supply of goods or services. Where necessary, support junior members of staff with resolution of operational supply issues (delivery and orders), and the rectification of discrepancies in accordance with good procurement practice and procedures regulating the payment of invoices.
  • To own and lead on the procurement strategy for assigned categories, aligning the commercial model and strategic opportunities with your stakeholder’s business needs as part of the end-to-end category strategy.
  • To carry out the market analysis, stakeholder reviews, sourcing options, and supplier performance activities in support of the team’s transformation goals to move toward long-term, end-to-end category management.
  • To lead and manage procurement activities specific to the category from identification of need to contract signature including providing advice on and assistance to stakeholder departments in drafting all associated documentation for a broad range of goods and/or services.
  • To achieve value for money in contracts, and where appropriate, work in collaboration with key commercial partners where beneficial, and seeking guidance from the subject matter experts when necessary
  • Where required, to draft and place contract notices on the EU and other websites and to manage the pre-qualification process, and to place tender award notices on the appropriate EU websites as required.
  • To prepare evaluation methodologies, assist in evaluation exercises, collate and analyse evaluation results and prepare financial information. To assist and provide feedback to unsuccessful tenderers and prepare recommendations for the stakeholders to consider.

EXPERIENCE REQUIRED:

  • Well developed hands-on experience of procurement, category and contract management, with demonstrable subject matter and stakeholder influencing experience in a relevant category.
  • Strong working knowledge and experience of public sector procurement procedures and regulations governing the invitation, evaluation and award of contracts for public procurements.
  • Demonstrable experience of drafting commercial / tender documents and leading sourcing strategies and contract award for a range of goods and services.
  • Demonstrable experience of supplier management frameworks, supplier governance protocols, and end-to-end category experience.
  • Experience in third party risk management processes relevant to critical public authority services would be highly beneficial.
  • Experience of managing workload to meet the delivery demands of multiple and conflicting priorities proportionately whilst protectively managing stakeholder expectations.
  • CIPS certification or membership is preferred. Or current participation in or willingness to study towards MCIPS certification.
